Own-source revenue, business permits, building plans, citizen services, procurement, projects and payroll in one system built for councils, municipalities, agencies and public utilities. Citizens pay by M-Pesa and get a receipt at once, and leadership sees every shilling collected the same day.

- Cash that never reaches the bankFees paid in cash to a collector, written in a receipt book, and the totals never match the deposits.
- Permits nobody renewsThousands of businesses trade on last year's permit, and nobody has the list of who has not paid.
- Plans stuck on a deskBuilding plans wait weeks between departments, and the developer phones every day to ask where they are.
- Audit queries every yearMissing vouchers, files that cannot be found and payments with no trail, raised again by the Auditor-General.
Your citizens deserve better.
Revenue, services and back office. One login.
A revenue and service delivery system with a full back office for municipalities, councils, state agencies, regulators and public utilities. Sixteen modules share one database, so a permit paid by M-Pesa is receipted, posted to the ledger, counted against the target and checked by the inspector in the field. - Cashier countersEach cashier works from their own counter with a float, a session and a cash-up checked by a supervisor.
- Handheld devices for collectorsField collectors bill and receipt on a phone or handheld printer, and the device keeps working offline until it reconnects.
- Fee schedule from the finance actEvery fee and charge set once from the approved schedule, with the date each new rate takes effect.

What is Pinch for Government?
A revenue and service delivery system built by Pinch Africa for municipalities, councils, state agencies, regulators and public utilities: revenue collection, permits, land rates, markets and parking, e-services, complaints, plan approvals, enforcement, procurement, budgets, projects, assets, registry, HR and payroll in one system.
Can you respond to our tender or procurement process?
Yes. We can respond to an open tender, a request for quotation or a request for proposals, with the company documents your rules ask for and a technical and financial proposal. If you are still planning, a free scoping call helps you write the specification.
How long does it take to go live?
21 working days for a first phase, usually revenue collection and the citizen portal. Further modules follow in phases of a few weeks each, so staff learn one part at a time and collections are never interrupted.
Where is the data hosted? Can it run on government servers?
Yes. It can be installed on your own servers or a government data centre, or hosted by us in the country. Either way the data belongs to you, access is limited by role, and you can export all of it whenever you ask.
Does it connect to IFMIS, M-Pesa and our bank?
M-Pesa paybill and payment prompts are built in. For IFMIS, banks and payment gateways it is a connection we can build where an interface is offered; where none is, we produce journals and files in the format IFMIS and your bank import.
What about citizens without smartphones or internet?
They can use a USSD menu on any phone to check bills, pay and get statements, receive receipts by SMS, or be served at a counter by staff using the same system. The portal is built to work with screen readers and large text.
Does it keep an audit trail?
Yes. Every bill, receipt, waiver, approval and change is logged with who did it, when and what changed, and the log cannot be edited. Receipts are never deleted, only reversed with a reason and a second officer, so audit queries can be answered from the system.
What does it cost?
It depends on the modules, the number of users and offices, and where it is hosted. After a free scoping call you get a fixed-scope proposal in writing, so you know the price before we start.
Let's map your services.
